Question : Publication of Text Books

(a) whether from next year onwards the National Council of Educational Research and Training (NCERT) will be the only agency to publish school text books;
(b) if so, the details thereof;
(c) whether the Central Board of Secondary Education is expected to concentrate only on its mandate for examination and affiliation of schools; and
(d) if so, the details thereof?

MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (SHRI UPENDRA KUSHWAHA)
(a) & (b) The Government has decided that the National Council of Educational Research and Training (NCERT) will be the sole agency to publish text books for the Central Board of School Education (CBSE) affiliated schools from the academic year 2018-19. Education being a subject in the Concurrent List of the Constitution, the State Governments are at liberty either to adopt or adapt the text books developed by the NCERT or develop and publish their own text books in consonance with the National Curriculum Framework (NCF).
(c) & (d) The Central Board of School Education (CBSE) would carry out all such activities as have been prescribed in their Rules and Regulations or assigned by the Government from time to time, including examination and affiliation.
