Question : Posting of Officers

(a) the total number of officers from Group A and B category posted in the UT administration of Chandigarh along with their respective cadre namely, Punjab, Haryana and UT of Chandigarh;

(b) whether the Government is maintaining a fixed ratio of officers posted from different cadres as decided earlier at the time of creation of Punjab, Haryana State and Union Territory of Chandigarh and if so, the details thereof;

(c) whether it is a fact that recent action of some of the officers of AGMUT cadre at Chandigarh have led to increased centralized powers to the disadvantage of Punjab Cadre Officers; and

(d) if so, the details thereof and the reaction of the Government thereto?

(b): On the creation of Union Territory of Chandigarh in 1966, the officers and staff were taken from the State of Punjab and Haryana as an immediate and necessary measure. The Punjab Reorganisation Act, 1966 does not provide any specific fixed ratio of officers from Punjab and Haryana States for manning the posts in the Chandigarh Administration.

(c) & (d): Chandigarh Administration is a compact administration with small administrative set up and the officers have been assigned the charges of multiple departments with clear delegation of powers/ responsibilities.
