Question : Dismissal of Foreign Funded Health Experts

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has dismissed a number of foreign funded health experts working in the country;

(b) if so, the details thereof and the reasons therefor;

(c) whether the Government has decided to fund and manage crucial programmes in health sector on its own; and

(d) if so, the details thereof and measures taken by the Government in this direction?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE

(a) to (d) The Department of Economic Affairs, Ministry of Finance, vide OM No.1/42/2015-PMU dated 29.12.2015 & 07.01.2016, has prescribed guidelines for engagement of consultants by Ministry & Departments from bilateral partners and multilateral Organisations. The guidelines inter-alia provides that maximum tenure of any consultant in Government of India cannot exceed 3 years in any case.
In pursuance thereof, health experts engaged as consultants with the funding support of bilateral partners / multilateral Organisations who have completed 3 years with this Ministry, have been disengaged. On the basis of need assessment, fresh engagement of consultants has been made on contract basis with funding from domestic sources for the purpose.
