Question : Cold Storages

(a) the details of the quantity of foodgrains, fruits and vegetables perished due to shortage of storage/cold storage facilities during the last three years, State-wise;

(b) the present requirement and availability of cold storage facilities along with their capacity for fruits and vegetables in the country, State-wise including Haryana;

(c) whether the Government is considering to set up new cold storages in the country during the current 12th Five Year Plan period, if so, the details thereof, State-wise;

(d) whether the Government is considering to promote Public-Private Partnership (PPP) for setting up of cold storages in the country, if so, the details thereof; and

(e) if so, the details thereof along with the various steps taken by the Government to increase the cold storage infrastructure across the country along with the amount allocated, sanctioned and disbursed to various States during the last three years and current year, State-wise?

(a): Ministry of Food Processing Industries commissioned a study in 2012 on “Assessment of Quantitative Harvest and Post-harvest Losses of Major Crops/Commodities in India” which was conducted by Central Institute of Post Harvest Engineering & Technology (CIPHET), Indian Council of Agricultural Research (ICAR). The report of the study was published in 2015.

As per this report, post-harvest losses including losses during storage were in the range of 4.65% to 5.99% (cereals), 6.36% to 8.41% (pulses), 3.08% to 9.96% (oil seeds), 6.70% to 15.88% (fruits) and 4.58% to 12.44% (vegetables).

(b) to (e): The Committee on Encouraging Investment in Supply Chain constituted by Planning Commission had estimated requirement of about 61 million MT cold storage capacity in 2010. As per available information, the State – wise availability of cold storages capacity including Haryana up to March 31, 2014 is 31.82 million MT. State-wise details at Annexure - I.

Mission for Integrated Development of Horticulture (MIDH) is being implemented during 12th Five Year Plan, in all States/UTs, including Haryana. MIDH provides credit linked back ended subsidy at 35% of the project cost in general areas and at 50% in hilly and scheduled areas for post-harvest infrastructure including cold storages.

Besides, Ministry of Food Processing Industries (MoFPI) provides assistance for setting up of integrated cold chain and preservation infrastructure under the Central Sector scheme of Cold-chain development where in financial assistance @ 50% of total cost in general areas and @75% for North Eastern & difficult areas is available.

Department of Economic Affairs (DEA) implements Public Private Partnership – Viability Gap Funding (PPP-VGF) Scheme which is also available to private enterprises for developing the cold-chain infrastructure.

The details of State wise funds sanctioned for establishment of cold storage under National Horticulture Board (NHB) and National Horticulture Mission (NHM) (sub-schemes of MIDH) during last three years and current year are at Annexure – II. The state wise details of cold chain projects approved and grant released during last three and current year under the Central Sector scheme of cold chain development of MoFPI are at Annexure – III.
