(a) the details regarding requirement and availability of storage capacity along with the quantum of Foodgrains reported damaged during the last three years and the current year due to lack of proper maintenance and rodent infestation, Statewise;

(b) whether the Government has chalked out any action plan for creation of storage space through participation of the farmers under the subsidy scheme and if so, the details thereof;

(c) whether additional funds are proposed to be provided by various agencies including NAFED for the purpose and if so, the details thereof; and

(d) the steps taken to bring better coordination between various agencies involved in procurement and storage of foodgrains for ensuring proper storage and to check damage to foodgrains?

(a): Total storage capacity available with FCI and State Agencies for storage of central pool stocks as on 1st June (when peak stocks is observed) during the last three years and the current year with the corresponding stock position in central pool is as below:

All required precautions and preservation measures are taken during storage of foodgrains. However, a very small quantity gets damaged due to rodents pests, etc. The quantum of food- grains reported damaged in storage during the last three years and the current year is as below:

(b) & (c): There is no new proposal for subsidy based scheme for creation of storage space through the participation of the farmers. However, Government of India (Department of Agricu- lture and Cooperation) has been implementing a scheme called Grameen Bhandaran Yojana (GBY) since April, 2001, which is demand driven and credit linked, with provision of back end subsidy @ 25% to eligible beneficiaries including farmers who construct godowns in rural areas under the scheme. In North Eastern Region, the subsidy is provided @ 33.33%. During the XII Plan, it is envisaged to sanction 230 lakh MT under the scheme. With effect from 1.4.2014, the scheme has been sub- sumed with Development/ Strengthening of Agricultural Marketing Infrastructure, Grading & Standardisation (AMIGS) and is known as Agricultural Marketing Infrastructure (AMI) Sub-scheme of Integrated Scheme for Agricultural Marketing (ISAM). As on November, 2014 a total of 35,143 godowns with a capacity of 552 lakh MT have been sanctioned and a subsidy of Rs. 1703 crores has been released under the GBY/ AMI, since inception. The assistance is channelized through National Bank for Agri- culture and Rural Development (NABARD) and National Cooperative Development Corporation (NCDC) and in case of own funded State Agency projects through Department of Agriculture & Cooperation.

(d): The following steps have been taken to bring better coordination between various agencies involved in procurement and storage of foodgrains for ensuring proper storage and to check damage to foodgrains:-

(1) Online procurement monitoring system has been developed and implemented to oversee the various aspects such as mandi arrival, progress of procurement, private purchases etc. Every Government procuring agency has been given access to it for better coordi- nation and effective monitoring.

(2) State Governments have been continuously encouraged to adopt decentralized procurement through their agencies /civil supplies departments in order to increase the outreach of MSP operations in the States alongwith creation of basic infrastructure in the States.

(3) Additional storage capacities have been created through Public Private Partnership by Food Corporation of India (FCI) in the States so that procurement agencies do not face space constraints for safe storage of the foodgrains procured by them.

(4) In case any possibility of storage constraints is foreseen, particularly during peak period of wheat procurement, advance centre specific planning for direct movement of stocks from mandis to the consuming regions is put in place.

(5) Further, regular review meetings at different levels are carried out to take care of any bottlenecks in procurement operations.
