(a): A statement indicating details of the funds allocated and released under various schemes being implemented by the Department of Agriculture, Cooperation and Farmers Welfare during the last three years and the current year, State-wise including Haryana is at Annexure I.
(b) to (d): Though agriculture is a State subject, Government of India supports and facilitates the State Governments through several Central Sector and Centrally Sponsored Schemes to promote agriculture in the country, details of which are at Annexure II. Considering potentiality of increasing production and productivity of foodgrains in eastern states, “Bringing Green Revolution to Eastern India (BGREI)”- a sub scheme of Rashtriya Krishi Vikas Yojana (RKVY) is being implemented in seven eastern States of the country namely Assam, Bihar, Chhatisgarh, Jharkhand, Odisha, Eastern Uttar Pradesh and West Bengal. After implementation of the programme, the production of rice has increased in seven eastern states from 45.65 million tonnes during 2009-10 to 57.18 million tonnes during 2017-18.

On implementation of various schemes of the Department, the total food grains production of 208.60 MT in 2005-06 increased to 283.37 MT (3rd Advance Estimate) in 2018-19 and total production of pulses of 13.38 Million Tonnes in 2005-06 increased to 23.22 Million Tonnes (3rd Advance Estimate) in 2018-19. Similarly total production of horticulture crops of 182816 thousand MT in 2005-06 increased to 311714 thousand MT in 2017-18. Details of major schemes for increasing productivity and returns to farmers are as follows:
Scheme Brief and achievements
1. Pradhan Mantri Fasal Bima Yojana (PMFBY)
• Provide financial support to the farmers in the event of failure of crops/natural risks. During Kharif 2018, 348 lakh Nos. of farmer applications were covered insuring an area of 323 lakh hectares (Ha) for a sum of Rs. 1,40,357 crore & claims of Rs. 9,046 crore have already been settled. Further, during Rabi 2018-19, 213 lakh Nos. of farmers applications were covered insuring 262 lakh hectares for a sum of Rs. 96,274 crore.
2. Interest Subvention
• The Government provides interest subvention of 3% on short-term crop loans up to Rs.3.00 lakh. Presently, loan is available to farmers at an interest rate of 7% per annum, which gets reduced to 4% on prompt repayment.
3. E-NAM
• Online trading of agriculture commodities is carried out in transparent and competitive manner helping the farmers with better price discovery for their produce, 585 wholesale regulated markets across the country have been integrated with e-NAM platform. Under the scheme, financial assistance upto Rs. 75 lakh per mandi for electronic weighing scale, computer IT equipments, assaying equipments, cleaning/ sorting/ grading equipments and bio- composting unit is also provided to States/Union Territories (UTs).
4. Soil Health Cards
• To assist all State Governments to evaluate fertility in all 12 parameters across the country and issue soil health card to farmers regularly in a cycle of 2 years. 10.73 crore Soil Health Card (SHC) in Cycle-I from 2015-17 and 9.82 crore SHCs in Cycle-II from 2017-19 have been distributed to farmers.
5. Pradhan Mantri Krishi Sinchai Yojana-Per drop more crop
• Per Drop More Crop component of PMKSY focuses on water use efficiency at farm level through precision/Micro Irrigation. Under this scheme, drip/sprinkler irrigation is being encouraged for optimal utilization of water. During the year 2018-19, 11.58 lakh hectare area has been covered.
6. Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA)
• To ensure remunerative prices to the farmers for their produce as announced in the Union Budget for 2018. During 2018-19, 16.15 lakh MT of Oilseeds amounting to Rs. 709110.87 lakh and 41.75 lakh MT of Pulses amounting to Rs. 2014409.00 lakh has been procured.
7. Kisan Credit Card (KCC)
• Aims to provide adequate and timely credit support from the banking system under a single window to the farmers & recently Government approved extending the facility of KCC to the farmers practicing animal husbandry and fisheries. Presently there are 6.92 crore active KCCs against 14.5 crore operational landholdings. Agricultural credit flow has consistently crossed the target fixed by the Govt. as per following details:

8. Minimum Support Price (MSPs)
• MSPs for all Kharif & Rabi crops for 2018-19 season is at a level of at least 150 percent of the cost of production.
9.Paramparagat Krishi Vikas Yojana (PKVY)
• To Promote organic farming & 237820 hectares of land has been converted into organic farming land and 5,94,550 farmers have been benefitted.
10. Mission Organic Value Chain Development for North Eastern Region
• To promote organic farming in the North Eastern Region of the country for development of certified organic production in a value chain mode to link growers with consumers and to support the development of entire value chain starting from inputs, seeds, certification and creation of facilities for collection, aggregation, processing, marketing and brand building initiative.
11. Mission for Integrated Development of Horticulture (MIDH)
• MIDH is being implemented by the Department w.e.f. 2014-15, for holistic growth of the horticulture sector covering fruits, vegetables, root and tuber crops, mushrooms, spices, flowers, aromatic plants, coconut, cashew, cocoa and bamboo. Government of India contributes 60% of total outlay for development programmes in all the States except the States in North East and Himalayas, 40% share is contributed by State Governments. In case of North Eastern States and Himalayan States, GOI contribution is 90%. Outlay of MIDH has been fixed at `2209.57 crore for the financial year 2019-20.
12. National Food Security Mission (NFSM)
• NFSM was launched in 2007-08 to increase the production of rice, wheat and pulses through area expansion and productivity enhancement; restoring soil fertility and productivity; creating employment opportunities; and enhancing farm level economy.
The strategy is to promote and extend improved technologies, i.e., seed, micro-nutrients, soil amendments, integrated pest management, farm machinery and implements, irrigation devices along with capacity building of farmers. The major interventions/activities covered under NFSM include cluster demonstrations of rice, wheat, pulses and coarse cereals, distribution of improved varieties/hybrid seeds, need based inputs, resource conservation techniques / energy management, efficient water/ application tools, cropping system based trainings and local initiatives; award for best performing districts etc.
