Question : Fake Ration Cards

(a) whether the lists of forged/fake ration cards have been received by the Government during the last two years;
(b) if so, the details thereof indicating the number of forged ration card holders detected in the country and the losses incurred on this account during the said period, State-wise;
(c) the action taken against persons/officers held responsible for the said fake cards;
(d) whether the number of new ration card holders has increased, if so, the details of the new cards issue and the quantum of foodgrains distributed during the said period, State-wise; and
(e) the present status of the program for linking PDS cards with Aadhaar?

(a) to (c): As per the information received from State/UTs Government, a Statement showing the number of de-duplicated/ghost/ineligible forged/fake ration cards deleted by the State/UT Governments in year 2014 and 2015 is at Annexure – I.
Targeted Public Distribution System (TPDS) is operated under joint responsibility of Central and the State/Union Territory (UT) Governments and operational part i.e. identification of eligible beneficiaries under various categories and distribution of ration to them falls under the purview of respective State/UT Governments. As per clause 13 of TPDS [Control] Order 2015, State/UT Governments have been empowered to take action under Section 7 of the Essential Commodities Act against persons who contravene any of the provision of the TPDS[C] Order, 2015.
(d): As per the information provided by the State/UT Government, statement showing the State-wise total number of ration cards during 2014-15 and during 2015-16 are at Annexure-II. State-wise Statement showing allocation and offtake of foodgrains (rice and wheat) normal and special adhoc additional allocations made during 2014-15 to 2015-16 under TPDS is at Annexure – III.
(e): As on 14-7-2016, overall AADHAR seeding of ration card stands at 60.23% at the National level.
