(a) As per census 2001,female illiteracy rate of the country is 46.33% against the total
illiteracy rate of 35.16%.
(b) The main schemes being implemented by different Departments to ensure access to basic
education to all,including females,are:-
Department of School Education and Literacy
i) Sarva Shiksha Abhiyan is the national programme for universalisation of elementary education
with special interventions for girlsâ education.This includes Kasturba Gandhi Balilka Vidyalaya (KGBV)âresidential schools at upper primary level,and the National Program for Education of
Girls at Elementary Level (NPEGEL).
ii) Under the Mahila Samakhya programme,Mahila Shikshan Kendras are set up for providing
education to adolescent girls who have never gone to school,school dropouts and young women in
the most backward areas.
iii) Programmes of Adult Education provide functional literacy to adult illiterates in the age
group 15-35,with special focus on women,SC,ST and minorities.26 State Resource Centres (SRC)
and 221 Jan Shikshan Sansthans (JSS) have been established to provide support to literacy
programmes.

iv) Construction of Hostels for ST boys and girls.
v) The Scheme of Strengthening Education among Scheduled Tribe Girls in low literacy
districts covers 54 identified districts where the ST population is 25% or more and ST female
literacy rate is below 35% and Primitive Tribal Groups (PTG) areas.
vi) Ashram Schools are established for Tribal Sub-Plan areas covering primary,middle,secondary
and senior secondary levels of education.
vii) Eklavya Model residential schools from Class VI to Class XII.

viii) Babu Jagjivan Ram Chhatrawas Yojana for construction of hostels for SC boys and girls
ix) Pre-matric scholarship for children of those engaged in unclean occupations
(c) Scheme-wise,State-wise details of grant released during last three years under above
schemes are placed at Annexures I to III.
