Question : IMPLEMENTATION OF MANDAL COMMISSION REPORT



(a) whether the Government periodically monitors the progress of implementation of the recommendations of the Mandal Commission for reservation for backward classes in Government services;

(b) if so, the details thereof;

(c) whether certain Government departments including constitutional bodies have not been able to fully implement the recommendations of the Mandal Commission;

(d) if so, the details thereof; and

(e) whether the Government is considering constitution of a Committee for examining the status of implementation of the said report and if so, the details thereof?

(a) & (b): Yes, Madam. The Government has been providing 27 percent reservation in direct recruitment for Other Backward Classes (OBCs) in Government of India Civil posts and services since September 1993. The Government is monitoring the progress of representation of OBCs in various Government departments including constitutional bodies through the following measures:-

(i) Filling up of backlog reserved vacancies through Special Recruitment Drives. 13,740 backlog vacancies were filled up during the drive from November, 2008 to March, 2012.

(ii) Instructions have been issued in June 2013 to all Departments/ Ministries to make concerted efforts to fill up the remaining backlog reserved vacancies. This is being reviewed by Department of Personnel and Training regularly.

(iii) Ban on de-reservation of reserved OBC vacancies for filling up by any other categories.

(c) & (d): The constitutional bodies like UPSC conduct recruitment/examination on the basis of vacancies indicated by the various indenting ministries. While making selections, compliance of the instructions of the Government is ensured and relaxations /concessions wherever applicable are accorded to the candidates belonging to the OBC category.

(e): No, Madam. However, the Government constituted a Committee to analyze the reasons for less employability of Scheduled Castes, Scheduled Tribes, Other Backward Classes in Government sector and to suggest remedial measures.
