(a) & (b): Yes, Sir. The Government has announced the increase in Minimum Support Price (MSP) for all Kharif crops of 2019-20, including pulses and oilseeds on the basis of recommendations of Commission for Agricultural Costs and Prices (CACP). This increase in MSP is in line with the principle of providing 50 per cent return over all India weighted average cost of production which was announced in the Union Budget 2018-19. The details of increase in MSP for pulses and oilseeds of kharif season are given in the annexure I.
(c): Food Corporation of India and other designated state agencies provide price support to the farmers in the case of cereals, while State Governments undertake procurement of coarse grains with the prior approval of Government of India. The state-wise details of procurement of rice for central pool and for coarse cereals are given in annexure II and annexure III.

The Government is implementing Price Support Scheme (PSS) for procurement of pulses & oilseeds at MSP under the umbrella Scheme “Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA)”. The State-wise details of procurement of pulses and oilseeds undertaken under PSS at notified MSP by Central Nodal Agencies during Kharif 2019-20 season, is given at annexure IV.
(d): The State Government of Jharkhand has not sent any proposal regarding procurement of pulses and oilseeds of Kharif season 2019-20. For procurement of paddy in kharif season, a meeting was convened by the Department of Food & Public Distribution with the Food Secretaries of all State Governments before the onset of procurement season, in which state governments have proposed estimate for procurement of paddy. Estimated procurement of paddy is approved at 2.00 Lakh Metric Tonnes for Jharkhand during Kharif season 2019-20.
(e): The State Government of Jharkhand has not sent any proposal regarding production, procurement and consumption of pulses produced in Chatra, Latehar and Palamu districts of Jharkhand to the Central Government.
