Question : Release of Funds to States under PMFBY

(a) whether there is delay in release of funds to States under PM Fasal Bima Yojana and the States are suffering and if so, the details thereof during the last three years and the current year and whether the demands of the States are pending with Centre in this regard;

(b) if so, the details thereof and the reasons therefor;

(c) the steps being taken by the Government to include the facility to get insurance for inundated crops in the States, if so, the details thereof; and

(d) the details of the pending dues to States as on date?

(a) & (b): No Sir. As per provisions, being a Central Sector Scheme, no funds are released to the State Governments under Pradhan Mantri Fasal Bima Yojana (PMFBY). Funds are released to the fund routing central agency i.e. Agricultural Insurance Company of India Ltd. (AIC), who in turn release the funds to implementing insurance companies on receipt State Government’s 50% share in premium subsidy. Sufficient Government of India funds always available with the AIC for release of 50% Central share on receipt of State Government share.

(c): Coverage of loss due to inundation except for hydrophilic crops where the water stagnation is beneficial like paddy and jute, is already available for indemnification on individual farm level under the PMFBY.

(d): Does not arise.
