Question : Reservation in Teacher Training Institutions

(a) whether the provision of reservation in B.Ed college staff recruitment has not been mentioned in advertisement by the National Council for Teacher Education rule, 2014 and in teacher training education institutions too;
(b) if so, the reasons therefor; and
(c) whether the reservation provision for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) has not been made in the above said policy and if so, the action has been taken by the Government in this regard?

(a) to (c): National Council for Teacher Education (NCTE) Regulations, 2014 provide for reservation and relaxation for Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC), Physically Handicapped and other categories in the eligibility criteria for admission to various Teacher Education Programmes. Similarly, there is a provision regarding terms and condition of service of Teaching and Non-Teaching staff in the said Regulations, which is to be determined as per policy of the State Government Affiliating Body. However, based on demands from associations/individuals, NCTE has decided to make a specific provision in the Norms (Qualification of teaching faculty) for each of the 15 Teacher Education Programmes, included as Appendix to NCTE Regulation to 2014, amendment to which is being notified.
