Question : Centrally Sponsored Healthcare Schemes

(a) the details of the centrally sponsored schemes currently being implemented in health care sector across the country;
(b) whether the Government has rationalized centrally sponsored schemes and central sector schemes in healthcare sector to make Government spending more effective and if so, the details of the schemes proposed to be rationalized and the steps taken to enhance the spending on health sector;
(c) the funds sanctioned for various States and Union Territories including Bihar under such schemes during each of the last three years, State/ UT-wise;
(d) whether funds are being allocated to various Non-Governmental Organizations (NGOs) under these schemes and if so, the names and details of such NGOs State/UT wise, particularly in Maharashtra including their registration number;
(e) the funds released to such NGOs during the last three years; and
(f) whether cases of fraudulent activities have been reported in the work allocated to the said NGOs and if so, the details thereof and the steps taken by the Government in this regard?

(a) to (f) The details of various Centrally Sponsored Schemes implemented in the Ministry along with details of funds released to various States/UTs is attached at Annexure. At present various Central Sector Schemes and Centrally Sponsored Schemes are implemented with separate budget lines for each component of the schemes under this Ministry. Government spending for these schemes are made for best output as per quarterly expenditure plan. Under major Centrally Sponsored Schemes of the Ministry, engagement of the Non-Governmental Organizations (NGOs) is conducted by the States and Districts at local level. All records pertaining to NGOs including funds provided, utilisation of funds and their performance assessment are maintained at the State level. The funds are released to States/UTs on the basis of Utilization Certificate.
