(a) to (e): Yes, madam. Government has taken note of the miserable condition of children of the country. The Government has enacted various legislation to protect child rights in the country such as the Juvenile Justice (care and protection of children) Act, 2000, Commissions for Protection of Child Rights Act, 2005 and Protection of Children from Sexual Offences Act, 2012. Further the Ministry adopted the National Policy for Children 2013. Apart from these Child friendly Legislation such as Child Labour (Prohibition and Regulation) Act, 1986 and Right of Children to Free and Compulsory Education Act, 2009 have been enacted for improving the safety and security of children and reducing atrocities against them. Government of India is also concerned about the prevalence of Child Marriages in the country and put in place necessary legislation viz. Prohibition of Child Marriage Act (PCMA) 2006 to tackle the problem.
The Ministry of Women and Child Development is administering various schemes such as Integrated Child Development Services (ICDS) Scheme, Integrated Child Protection Scheme (ICPS) “Ujjawala” and Beti Bachao Beti Padhao Scheme to address the various issues of suffering of children. The details of the schemes are under:-
(a) Integrated Child Development Services (ICDS) is being implemented to provide a package of services comprising supplementary nutrition, immunization, health check up and referral services and pre-school non-formal education to children aged 0-6 years.
(b) Integrated Child Protection Scheme (ICPS) is being implemented to provide a protective environment for children in difficult circumstances, and other vulnerable children, as well as to reduce vulnerabilities to situations and actions that lead to abuse, neglect, exploitation, abandonment and separation of children.
(c) “Ujjawala” :- A Comprehensive Scheme for Prevention of Trafficking and Rescue, Rehabilitation, Re-Integration and Repatriation of Victims of Trafficking for Commercial Sexual Exploitation all over the country. Under Rehabilitation component of the scheme, shelter, food, clothing, counselling, medical care, legal and other support, vocational training and income generation activities are provided. The Scheme is implemented through State Government agencies and Non-Governmental Organizations. As such, the funds are released to the implementing agencies directly.
(d) Beti Bachao, Beti Padhao (BBBP) Scheme :- To address the issue of declining Child Sex Ratio (CSR), in age group of 0-6 years, Beti Bachao, Beti Padhao (BBBP) Scheme has been launched on 22nd January, 2015. The overall Goal of the programme is to celebrate the Girl Child and enable her Education. The total project cost of the programme for the 2 year and 6 Month is Rs. 199.99 crore with 100% Central Assistance. One of the sectoral interventions under the programme is to ensure universal enrolment of girls, Achieve decreased drop-out rate, Implement girl child friendly standards in schools, Strict implementation of Right to Education (RTE), Construction of functional toilets for girls.
