Question : Privatisation of Airports

(a) whether the Government proposes to entrust private agencies in activities of airport functioning;

(b) if so, the details thereof;

(c) the name of such airports to be handed over to the private companies for the purpose;

(d) the time period fixed for completion of formalities in this regard; and

(e) whether the Government has consulted all stakeholders before taking this decision and if so, the details thereof?

(a) to (c): Yes Sir. Union Cabinet in its meeting held on 08.11.2018 accorded ''In-principle'' approval for leasing out six airports of Airports Authority of India (AAI) viz. Ahmedabad, Jaipur, Lucknow, Guwahati, Thiruvananthapuram and Mangaluru for operation, management and development through Public Private Partnership (PPP) mode.

(d): Upon execution of concession agreement, the maximum timeline for completion of all formalities is 180 days.;

(e): An Empowered Group of Secretaries (EGoS) headed by CEO, NITI Aayog along with Secretary, Ministry of Civil Aviation, Secretary, Department of Economic Affairs and Secretary, Department of Expenditure has been constituted to take a decision on the issues falling beyond the scope of Public Private Partnership Appraisal Committee (PPPAC). Government is committed for safeguarding the interest of all the stake holders including Sate Government and the general public.
