Question : NEW CRITERIA FOR DETERMINATION OF PERSONS BELOW POVERTY LINE



(a) whether the Government have received any representations to change the criteria for determination of persons below poverty line;

(b) if so, the details thereof ;

(c) the reaction of the Government thereto; and

One representation from a Member of Parliament was received in the Ministry of Rural Development suggesting inclusion of those families who have ceiling fan or TV in their houses, in the Below Poverty Line (BPL) lists prepared by the State Governments. The representation was considered and not agreed to.

2. The BPL Census to identify families living Below the Poverty Line in the rural areas is conducted in the beginning of each Five Year Plan period. The survey design, methodology and criteria of identification of BPL families are finalised in consultation with the States. The advice of an Expert Group constituted for the purpose is also obtained to facilitate finalistation of these parameters. The next BPL Census is due in the year 2002.
