Question : Wind Developers

(a) whether the wind developers in Rajasthan are facing any issues e.g. off taker and related future demand issues etc., if so, the details thereof;
(b) the installed renewable power capacity in the country along with the data of rural/urban proportion of installed capacity and the number of villages benefited of the renewable energy and in what manner, State-wise;
(c) the details of the international commitment made for achieving green power target of 175 GW by 2022, if so, the details thereof and the steps being taken to bridge the gap between the target and the current capacity;
(d) whether the Government is currently in a process of arranging concessional loans for the renewable energy sector from global institutional banks e.g. World Bank, Asia Development Bank etc., if so, the details thereof and the amount of loans mobilized from such banks; and
(e) whether such banks seek sovereign guarantee and the other conditionalities for their loans, if so, the details and the additional fiscal liabilities of the Government in the current and next fiscal years thereon?

(a) : The Government of Rajasthan’s Policy for Promoting Generation of Electricity from Wind provides for promoting wind power plants of unlimited capacity for captive use or sale to third party located within and outside the State of Rajasthan.
In addition, it has provision for promoting & setting up of wind power plants for direct sale to Discoms of Rajasthan during the years 2013-14 to 2015-16 on the preferential tariff determined by the Rajasthan Electricity Regulatory Commission (RERC) up to the extent of RPO target fixed by the RERC for that financial year.

(b) : A total of over 44 GW cumulative capacity of renewable energy have been installed in all the states of the country including rural and urban areas. State wise and source wise details are given in the Annexure.

(c) : Ministry of New & Renewable Energy (MNRE) organized 1st Global Renewable Energy Investors Promotion Meet (RE-INVEST 2015) during 2015 in New Delhi. As a part of RE-INVEST 2015 initiative, capacity commitments of over 287 GW from various stakeholders were received. Further, there were commitments of over 62 GW of manufacturing in India and 78.752 GW funding by major Banks & FIs in the next 5 years.

(d) : The details of line of credits approved with International Institutions recently for promotion of renewable energy are :
(i) The World Bank has signed an agreement for a Line of Credit of US $ 625 million with State Bank of India;
(ii) IREDA has raised a Line of Credit of € 100 million each from KfW and AfD, without Sovereign Guarantee;
(iii) IREDA has raised a Line of Credit of € 20 million with KfW for Access to Energy and Off-grid applications at concessional rates.
Further, lines of credit are under negotiation with Green Climate Fund, World Bank, Asian Development Bank and New Development Bank (ADB) for low cost financing of Renewable Energy projects.

(e) : Generally global institutional banks such as ADB and World Bank seek sovereign guarantee and other conditionalities for their loans. The Government of India guarantee rate is 1.2% p.a. on the drawn portion of the loan which is borne by the borrower.
