Question : Agriculture Sector Skill Council

(a) whether the Government has introduced any scheme to impart and promote skill training in agriculture through the Agriculture Sector Skill Council;

(b) if so, the details thereof;

(c) whether the Government has set any target to achieve through the Agriculture Sector Skill Council, if so, the details thereof along with the funds earmarked and spent for the said purpose during the last three years; and

(d) the total number of people benefited under the said scheme till date, year-wise and State-wise?

(a) & (b): Agriculture Skill Council of India (ASCI) is an autonomous organization working under the aegis of Ministry of Skill Development & Entrepreneurship (MSDE). ASCI works towards capacity building and upgrading skills of farmers, rural youth, wage workers and self-employed persons engaged in organized / unorganized segments of agriculture & allied sectors.

However, the Ministry of Agriculture & Farmers Welfare (MoA&FW) is conducting skill training courses through wide network of National Training Institutes, State Level Training Institutes, Krishi Vigyan Kendras and State Agricultural Universities, across the country in coordination with Indian Council of Agricultural Research (ICAR) and ASCI.

The Ministry of Skill Development and Entrepreneurship (MSDE) has introduced Pradhan Mantri Kaushal Vikas Yojana (PMKVY) to promote skills in farming through ASCI.

The skill trainings are conducted on the Qualification Packs (QPs) in agriculture and allied areas developed by ASCI in compliance with National Skill Qualification Framework (NSQF).

(c): The MoA&FW has not set any target to achieve through ASCI. However, the skilling targets are allocated to the identified training institutes by the Ministries/Departments for conducting skill training courses in agriculture and allied areas. The funds are released to these training institutes for conducting skill trainings as per Common Cost Norms notified by MSDE. However, no funds are earmarked for Agriculture Sector Skill Council.
