Question : FUNDS FOR CONSTRUCTION OF OVERBRIDGES UNDERPASSES



(a) the criteria being adopted for allocation of funds under the Central Road Fund (CRF) for construction of overbridges/underpasses at railway crossings in the country;

(b) the number of proposals received from various States and sanctioned under CRF during each of the last three years, State/UT-wise for the said purpose; and

(c) the number of proposals which are pending for sanction and the reasons therefor including the time by which the same are likely to be cleared by the Railways, State/ UT-wise?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF STARRED QUESTION NO. 370 BY MAJ. GEN. (RETD.) B. C. KHANDURI, AVSM TO BE ANSWERED IN LOK SABHA ON 20.04.2015 REGARDING FUNDS FOR CONSTRUCTION OF OVERBRIDGES/UNDERPASSES

(a) : The allocation for the Road Safety Works (RSW) which, inter-alia, includes the works of Road Over Bridges (ROBs)/Road Under Bridges (RUBs)/Level Crossings (LCs) is made by Ministry of Finance out of the cess collected on petrol and diesel from the Central Road Fund (CRF).

The Funds made available by Ministry of Finance are distributed over the sanctioned works of RSW based on the inter-se priority, progress of works etc.

(b) & (c): Proposals for construction of ROBs/RUBs in lieu of LCs are normally received at various levels in zonal railways from State Government and other Statutory Authorities. After completing various formalities with State Government/Statutory Authorities, regarding the consent for sharing of cost and closure of LCs, proposals received for construction of ROBs/RUBs in lieu of LCs are further processed for their inclusion in Railway Works Programme. This is a continuous process for which no compendium is maintained.

However, State/UT-wise number of works sanctioned under CRF during last three is appended.
