Question : Losses due to Heavy Rains, Floods and Cyclones

(a) whether the Government is aware of the devastating combination of heavy rains, floods and the cyclone which affected Andhra Pradesh in 2021 and if so, the details thereof;

(b) whether any Central assistance was provided to the State as interim relief to tide over the crisis;

(c) if so, the details thereof and if not, the reasons therefor;

(d) whether the Inter-Ministerial Central Team (IMCT) was sent to assess the damage and losses caused by heavy rains in Andhra Pradesh; and

(e) if so, the details thereof including the date of assessment after the disaster took place and if not, the reasons therefor?

(a) to (e): The primary responsibility for disaster management rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural disasters from the State Disaster Response Fund (SDRF), already placed at their disposal, in accordance with the Government of India’s approved items and norms. financial assistance is provided from the National Disaster Response Fund (NDRF), as per laid down procedure in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT).

In the wake of heavy rains in Andhra Pradesh during November, 2021, the Central Government, without waiting for the Memorandum from the State Government, had constituted an IMCT on 23rdNovember, 2021, for on the spot assessment of damages. IMCT visited the State on 26-29 November, 2021. Further, in the Memorandum submitted on 9thDecember, 2021, the State Government had sought an assistance of Rs. 1026.74 crore for immediate relief/ restoration. Based on the report of IMCT and recommendations of Sub-Committee of the National Executive Committee (SC-NEC), the High Level Committee (HLC) had approved an amount of Rs. 351.43 crore to the State Government of Andhra Pradesh, which was released to the State Government.

Besides, during the financial year 2021-22, the State Government was allocated Rs. 1192.80 crore under SDRF, which includes Rs. 895.20 crore as Central share and Rs. 297.60 crore as State share. The Central share of Rs.895.20 crore was released, in advance, to the Government of Andhra Pradesh in two installments of Rs. 447.60 crore each.
