Question : Achievement of Swachh Bharat Mission

(a) the details of the States/UTs where Swachh Bharat Mission-Gramin (SBM-G) is under implementation;
(b) the extent to which the sanitation coverage has increased in the country after the implementation of SBM-G;
(c) the details of the States lagging behind in the field of sanitation along with the States which have achieved more than the desired results;
(d) whether over two lakh villages have become Open Defecation Free (ODF) and the SBM needs to be sustained;
(e) if so, whether there is need to create mechanisms at the village level for solid and liquid waste management and if so, the details thereof and the steps taken by the Union Government thereon; and
(f) whether there is a programme under the World Bank Project where a village which continues to remain ODF will get extra funds from the State Government and if so, the details thereof?

(a) List of States/UTs, where Swachh Bharat Mission-Gramin (SBM-G) is under implementation is at Annexure-1.
(b) Sanitation Coverage, which was 38.67% on 2.10.2014, has increased to 65.49% on 24-07-2017.
(c) Bihar, Jammu & Kashmir, Odisha, Uttar Pradesh and Telangana are States lagging behind in the field of sanitation. The States of Sikkim, Himachal Pradesh, Kerala, Uttarakhand, Haryana, Gujarat have achieved more than the desired results.
(d) A total of 2,12,567 Villages, 96,219 Gram Panchayats, 1,438 Blocks and 151 District have been declared Open Defecation Free (ODF) as on 24-07-2017. In addition, 5 States namely Sikkim, Himachal Pradesh, Kerala, Uttarakhand and Haryana have also been declared ODF. The States/UTs are advised with the provision of guidelines to give more emphasis on sustainability.
(e) Solid and Liquid Resource Management is important component of Swachh Bharat Mission (Gramin). Under this component, activities like compost pits, vermi composting, biogas plants, low cost drainage, soakage channels/ pits, reuse of waste water and system for collection, segregation and disposal of household garbage and menstrual hygiene management etc. can be taken up.States/UTs have the flexibility to adopt the SLRM method which it considers appropriate.Funds for Solid and Liquid Waste Management activities with cap of Rs. 7/12/15/20 lakh are available for Gram Panchayats having upto 150/300/500/ more than 500 households.

(f) World Bank assisted Support to Swachh Bharat Mission (Gramin) is a small component which provides for incentivising States on the basis of their performance in the Swachh Bharat Mission (Gramin). The performance of the States will be gauged through an independent survey based measurement of certain performance indicators, called the Disbursement-Linked Indicators (DLIs). Sustaining Open Defecation Free (ODF) status is one of DLI. States sustaining ODF will be incentivized under the project.
