Question : e-Panchayat

(a) whether the Union Government proposes to construct buildings and provide all other facilities for e-panchayats so as to facilitate monitoring of the developmental schemes of the panchayats, and if so, the details thereof;
(b) whether the existing panchayats lacking proper facilities are also proposed to be equipped with e-panchayat facilities, and if so, the details thereof; and
(c) the number of panchayats selected in the first phase along with the funds allocated to them in the country, State-wise particularly in Uttar Pradesh?

(a) & (b) ‘Panchayat’ being a State subject, providing infrastructure facilities to the Panchayats is the primary responsibility of the State/Union Territory (UT) Governments. The Ministry of Panchayati Raj (MoPR) does not propose to construct any buildings for e-Panchayat. The MoPR is implementing e-Panchayat Mission Mode Project wherein a suite of core common software applications has been developed to address various aspects of Panchayats’ functioning including planning, budgeting, implementation, accounting, monitoring, social audit and delivery of citizen services like issue of certificates, licences, tax collection, etc. Further, some States have developed their own State-specific software applications for e-Governance of Panchayats. However, due to differentials in the level of preparedness of Panchayats (manpower, information and communication technology related infrastructure, capacity, etc.) the pace of adoption of these applications varies across States/UTs.

(c) There is no such proposal by the MoPR for selecting Panchayats in phases for providing financial assistance.
