Question : Unspent Funds under Various Schemes


(a) whether it is a fact that some crores of funds were lying unspent with the State Governments under various schemes of the Government upto December, 2022;

(b) if so, the response and reaction of the Union Government thereto;

(c) the details of the funds allocated for various urban centric infrastructure and other development schemes during the last three years; and

(d) the details of the steps taken or proposed to be taken by the Government to strengthen the monitoring mechanism of the ongoing schemes both at the Central and the State levels by emphasizing proper utilization of allocated funds appropriately in a time bound manner?

(a) to (d) Urban Development is a State subject. Ministry of Housing and Urban Affairs assists the States / Union Territories (UTs) in urban development through its Missions- Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0, Smart Cities Mission (SCM), Swachh Bharat Mission-Urban (SBM-U) 2.0, Pradhan Mantri Awas Yojana-Urban (PMAY-U) and also addresses livelihood concerns under Deendayal Antyodaya Yojana-National Livelihoods

Mission (DAY-NULM) and PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi). The funds are allocated and released to the States/UTs in accordance with the guidelines of these Missions/Schemes. The status of Central Assistance (CA) allocated and utilized is given in the Annexure.

Monitoring of utilization of funds allocated to the States / UTs under the Missions / Schemes by the respective Divisions is a continuous process and is carried out through institutional frameworks that consist of progress reports, utilisation certificates, field visits of senior officers, review meetings in States / UTs and review through video conferences. It is also done through geo-tagged Information Technology based Management Information System (MIS).
