Question : HOMELESS PERSONS



(a) whether the number of homeless people increasing in the country;

(b) if so, the details thereof in 1991, 2001 and as on date, State/UT-wise;

(c) the reaction of the Government regarding authenticity of the present data;

(d) the action taken by the Government to reduce the number of homeless people; and

(e) the success achieved by the Government in this regard?

(a) and (b): No, Madam. The number of homeless people is not increasing in the country. The State/UT-wise figures of housing shortage (Non serviceable + houseless households) in rural areas, as per Census 1991,2001 and 2011 are given in the annexure.

(c): The Census data is collected and maintained by the Registrar General of India.

(d) and (e): The Ministry of Rural Development is implementing Indira AwaasYojana (IAY), a flagship scheme throughout the country except Delhi and Chandigarhunder which financial assistance of Rs.70,000/- in plain areas and Rs. 75,000/- in hilly/difficult areas including IAP districts, is provided to the rural BPL households for construction of a dwelling unit. In addition, the scheme has provision for upgradation of kucha houses with the assistance of Rs. 15,000/- per unit. The scheme also has a component for purchase of homestead sites for which assistance of Rs. 20,000/- per unit is provided and that is shared by Centre and State in the ratio of 50:50. The scheme is otherwise implemented on sharing basis between Centre and State in the ratio of 75:25, 90:10in case of NE States and 100% for UTs.

Since inception of the IAY scheme, approximately 3.25crorehouses have been constructed.
