Question : Impact of Industrialization of Education

(a) whether educational institutes are being set up on the lines of industries in the country;
(b) if so, the number of educational institutes which are functioning as franchises;
(c) whether the Government has made any assessment of the negative impacts of industrialization of education on the institutes that are functioning as franchises; and
(d) if not, the reasons therefor?

(a) : No, Madam. The Technical Institutes are not being set up on the lines of industries in the country. The All India Council for Technical Education (AICTE) grants approval for setting up of new technical institutions by Society/ Trust/ Companies registered under section 25 of Companies Act, 1956/ Central Government/ State Government etc. under the provision of clause 10(k) of AICTE Act, 1987. The AICTE has also allowed Private Limited or Public Limited Company/ Industry having turnover of at least Rs 100 Crore per year for the previous 3 years to establish New Technical Institution in Engineering & Technology, Pharmacy, Architecture & Town Planning and HMCT. The Institute set up by such a Private Limited or Public Limited Company/Industry shall be governed by the rules as provided in Chapter-I of the Approval Process Handbook 2015-16.
(b) : As per Approval Process Handbook 2015-16, there is no provision of “Franchise” of such Institutions being allowed to function.
(c) & (d) : No, Madam. Does not arise.
