Question : Expenditure on Education

(a) the details of Government expenditure on education from 2013-2014 to 2021-22, year-wise, as percentage of total budgetary expenditure and as percentage of total Gross Domestic Product (GDP);

(b) the details of Government expenditure on higher education for the above-said period, year-wise, as percentage of total budgetary expenditure and as percentage of total GDP;

(c) whether the Government has assessed the performance of Higher Education Financing Agency (HEFA) against the Centre’s target of mobilising Rs. 1,00,000 crore by 2022, and if so, the details thereof including funds raised so far;

(d) whether there has been a decline in the budget allocation for HEFA from 2018 to 2021, and if so, the details thereof and the reasons therefor;

(e) the details of amount disbursed under Post Matric Scholarship to State Governments in 2019-20, 2020-21 and 2021-22, State-wise; and

(f) whether the funds for Maulana Azad Education Foundation were decreased by 99% in the Budget 2022, and if so, the details thereof and the reasons therefor?

(a) As per latest available data in Analysis of Budgeted Expenditure on Education, the total Government Expenditure on Education, as percentage of total Budgetary Expenditure and as a percentage of total Gross Domestic Product (GDP), from 2013-14 to 2019-20, year-wise is as below:-

(c) & (d) The performance of HEFA was assessed by the Department of Expenditure in 2020 and the financing windows were rationalized. The equity contribution of the Government and Canara Bank (which is the co-promoter) as on date is Rs. 5,293.75 crore. Additionally, HEFA has raised funds to the tune of Rs. 2300.00 crore through bank borrowings. This corpus is adequate to meet the present demand and there is no decline in budgetary allocation.

(e) The details of amount disbursed under the central sector scheme of scholarship for college & university students for Post Matric Scholarship to State Governments in 2019-20, 2020-21 and 2021-22, State-wise is available at https://www.education.gov.in/en/parl_ques .

(f) Yes Sir, as intimated by Ministry of Minority Affairs. They have further reported that they are extending full support in the implementation of various ongoing socio-economic, educational empowerment schemes of Maulana Azad Education Foundation
