(a) the details of the Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas and Kasturba Gandhi
Vidyalayas running at present in the country along with number of seats available for students
therein and sanctioned/actual strength of teachers, State/UT-wise;
(b) whether the Government proposes to open new Kendriya Vidyalayas, Jawahar Navodaya
Vidyalayas and Kasturba Gandhi Vidyalayas in the country and if so, the details thereof
including the number of proposals received by the Government from various States in this
regard along with the action taken thereon, proposal-wise;
(c) whether the Government proposes to ease the conditions for allotment of land for
establishment of new Kendriya Vidyalayas in the country and if so, the details thereof;
(d) whether the Government proposes to open Kendriya Vidyalayas in each district headquarter of
the country and if so, the details thereof along with the details of such districts where Kendriya
Vidyalayas have not been opened so far; and
(e) the details of the budget earmarked for opening new Vidyalayas in the current year''s budget,
State/UT-wise and the time by which all new Vidyalayas are likely to the opened?

REGARDING KENDRIYA VIDYALAYAS/JAWAHAR NAVODAYA VIDYALAYAS/
KASTURBA GANDHI VIDYALAYAS.

(a) Details of the State/UT-wise number of Kendriya Vidyalayas (KVs), Jawahar
Navodaya Vidyalayas (JNVs) and Kasturba Gandhi Balika Vidyalayas (KGBVs) in the
country alongwith the seats available for students and the total sanctioned strength and
actual strength of teachers in these Vidyalayas are at Annexure-I.
(b) Proposals for opening of new KVs are considered only if sponsored by Ministries or
Departments of the Government of India, State Governments / Union Territories
Administrations thereby committing resources for setting up a new KV as well as on the
availability of necessary sanction of the Government. Opening of KVs is a continuous
process which depends upon approval by competent authority, availability of funds and
availability of suitable land free of cost from the sponsoring agency as well as availability of
rent free temporary accommodation to operationalise the Vidyalaya.
The details of 142 proposals for opening of new KVs received from various States/UTs
in the country along with action taken thereon are given in Annexure-II.
The Navodaya Vidyalaya Scheme provides for opening of one JNV in each district of
the country. Opening of JNVs in new districts is a continuing process as per the availability
of funds, willingness of the concerned State Government to provide requisite suitable land
free of cost for construction of school buildings and temporary accommodation (free of
rent) till completion of construction of permanent buildings. The Competent Authority had
accorded approval for opening of 62 new JNVs in uncovered districts (as on 31.5.2014)
out of which proposals have been received in respect of 45 districts. The details of the
proposals and the status of action taken are at Annexure – II (A).
The KGBV scheme provides for setting up of one residential upper primary school for
girls from SC,ST,OBC and minority communities in each Educationally Backward Block
(EBB) subject to certain conditions. As many as 3703 KGBVs have been sanctioned in the
country and 3603 are operational. There are seats still available in the existing KGBVs.
Proposals for 174 new KBGBVs were received from four States viz. Assam, Arunachal

Pradesh, Rajasthan and Telangana. Out of these, 120 proposals have been approved by
the Project Approval Board (PAB) for the year 2017-18. The List of 54 proposals yet to be
approved by PAB is at Annexure-II (B).
(c) KVS has informed that the last revision of land norms was carried out by its Board of
Governors, in its 106th meeting held on 15th November, 2016 and current land norms for
establishment of a new KV under Civil / Defence sector are as under:

These norms have come into effect on 20.1.2017. Further, for State Govt. sponsored KVs,
the concerned State Government will take care that at least every third proposal sent by it
fulfils the desirable extent of land norms.
(d) No such proposal is under consideration of the Government. The details of 148
districts in various States/ UTs in the country which do not have any KV are given at
Annexure-III.
(e) Grant-in-Aid is provided to KVS under three distinct heads viz. Salaries, General and
Capital Assets. This allocation is made on a consolidated basis and not State/UT-wise. As
per the phasing of estimated expenditure (year wise) for opening of 50 new KVs, the
earmarked amount for 2017-18 was Rs.295.92 crores. The competent authority had
accorded approval for opening of 50 new KVs under challenge mode and the sponsoring
authorities who fulfil the norms of KVS on first-come first-served basis will be accorded
priority.
As proposals for opening of new KVs are considered only if sponsored by Ministries or
Departments of the Government of India / State Governments / Union Territories
Administrations thereby committing resources for setting up a new KV as well as on the
availability of necessary sanction of the Government, no specific time frame can be given
in this regard.
