(a) & (b): With a view to encourage textile industries/boost textile production in the country and make Indian textile industry globally competitive, the Union Government has been implementing various schemes which are being implemented in all states and UTs including Haryana. The government has approved a textile park at a total project cost of Rs.139.77 crores and an incubation centre at the total project cost of Rs.13.45 crores under Scheme for Incubation Centre in Apparel Manufacturing (SIAM) in Panipat, Haryana. During the last 3 years, CCI procured kapas equivalent to 79,903 bales under MSP in the State of Haryana during cotton season 2014-15. Various measures like technology mission on cotton, Integrated Cotton Cultivation, High Density Planting Systems, instrument based quality evaluation etc. have been taken by the Government in all the cotton growing States including Haryana. To provide the subsidized yarn only to handloom weavers in order to compete with powerloom and mill sector, a component of 10% price subsidy on hank yarn also exist under which 10% subsidy is applicable on Cotton, Domestic silk and woollen yarn with quantity limitation.
Further, Ministry of Textiles has sanctioned a training target of 20,000 persons under Integrated Skill Development Scheme (ISDS) to Directorate of Technical Education, Government of Haryana for imparting skilling in the State of Haryana in various segments of textile sector. An amount of Rs.6.98 Crores as first installment of GoI share has been released to the State Government. In addition to the target sanctioned to the State Government, other training partners of ISDS are also imparting skill development programme in the State of Haryana. So far, a total of 45,577 persons have been trained under ISDS in Haryana of which 7502 are in Panipat.
