Question : Funds Allocated under CSS

(a) the details of funds transferred to Karnataka under different Centrally Sponsored Schemes (CSS) during the last three years and the current year, head and department-wise;
(b) whether the Union Government has received any representation from the Government of Karnataka for more fund allocations to the State for various development works and if so, the details thereof; and
(c) whether the Union Government has taken steps to grant more funds to Karnataka for taking up developmental activities and if so, the details thereof?

(a) to (c): Fund transfers from the Central Government to the State Governments are made under Centrally Sponsored Schemes (CSSs), Finance Commission Transfers and Other Transfers such as National Disaster Response Fund (NDRF), Additional Central Assistance (ACA) for Externally Aided Projects (both grants and loans), etc. Apart from these, the devolution of central pool of divisible taxes to States are made as per the recommendations of the 14th Finance Commission. The Central Government also implements various developmental programmes and projects through Central Sector Schemes 100% funded by it for the social and infrastructural development in States/UTs. The details of such allocation/transfer of funds made in the last three years are as under:

3. The Finance Commission Transfers and the tax devolutions are made as per the recommendations and formula given by the 14th Finance Commission. The transfer of funds under CSSs are made as per the sharing pattern approved by the Cabinet in accordance with the recommendations made by the Report of the Sub-Group of Chief Ministers on Rationalization of CSSs. The Central Sector Schemes are implemented by the Central Government with 100% funding by it. All these contribute towards various developmental activities in the States.
