Question : DISPLACEMENT DUE TO FLOOD AND LAND EROSION



(a) whether the Government is aware that a large number of families became homeless due to flood and land erosion in Brahmaputra basins;

(b) if so, the number of affected families and the total area of land damaged till date in Brahmaputra basin due to flood and land erosion, State/UT-wise;

(c) the number of persons rehabilitated and the place where they have been rehabilitated as on date;

(d) whether the Government proposes to announce a rehabilitation package for the displaced people; and

(e) if so, the details thereof?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI KIREN RIJIJU)

(a) to (e): As per the information received from the State Government of Assam, 30,651 numbers of families were rendered homeless and 12,602 hectares area of land is eroded due to flood and land erosion in the State.
As per the National Disaster Management Policy, the primary responsibility for disaster management rests with the States. The rehabilitation of families who become landless and homeless due to flood and erosion is required to be undertaken by the concerned State Government from its own resources/ Plan funds. The State Government is providing relief assistance and looking for suitable land to solve the issue as per its existing land policy.

The Central Government also supports the Plan Scheme ‘Flood Management Programme’, which is implemented by the State Water Resources Departments. It seeks to improve the existing disaster management practices, mitigation and control to reduce the adverse impact of floods and erosion control works in the country including in the State of Assam.
