Question : Services of medical graduates

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government proposes to utilize the services of medical graduates, who have studied abroad and cleared Foreign Medical Graduates Examination, in government and private medical colleges and hospitals to tackle COVID-19 pandemic and if so, the details thereof;
(b) whether the Government has received proposals/ suggestions from States/UTs regarding posting of doctors as Compulsory Rotational Residential Interns (CRRIs) in view of requirement for increased number of health workforce;
(c) if so, the details thereof; and
(d) if not, the reasons therefor?

(a) As per Section 13(4A) of erstwhile Indian Medical Council (IMC) Act, 1956, any Indian student who obtains medical qualification from a country outside India has to qualify a Screening Test i.e. Foreign Medical Graduate Examination (FMGE) to be enrolled with the State Medical Council (SMC) or the Medical Council of India (now National Medical Commission). Services of those foreign medical graduates who have cleared the Foreign Medical Graduate Examination (FMGE) and are enrolled with the State Medical Council or the National Medical Commission can be utilized in government and private medical institutions/ hospitals.
(b) to (d): The Union Government has issued an advisory on 03rd May, 2021 suggesting that the States may deploy medical interns in Covid management duties under the supervision of their faculty, as part of the Internship rotation.
