Question : Restructed Accelerated Power Development and Reforms Programme (RAPDRP)

(a) the details of Restructured Accelerated Power Development and Reforms Programme (RAPDRP) of the Central Government to improve power network in the country;

(b) the details of the measures taken by the Government to connect Uttar Pradesh, Bihar and Rajasthan under the aforesaid programme;

(c) whether any time limit has been fixed for N.K.G. Company for completion of work; and

(d) if not, the reasons therefor?

(a) : Restructured Accelerated Power Development and Reforms Programme (R-APDRP) was approved as Central Sector Scheme on 31.07.2008 with total outlay of Rs. 51,577 crores. The focus of the programme is on actual, demonstrable performance in terms of AT&C loss reduction. The coverage of programme is urban areas – towns and cities with population more than 30,000 (10,000 for special category states). Projects under the scheme are being taken up in two parts. Part-A is for establishing IT enabled system for energy accounting / auditing and SCADA for big cities (population: 4 lacs and Annual Energy Input: 350 MU) whereas Part-B is for regular distribution up-gradation and strengthening projects.

As on 30.06.2015, under R-APDRP, Part-A(IT) scheme has been sanctioned for all eligible 1412 towns in 31 states and of these, 953 towns have been declared ‘Go Live’. The work has been reported to be completed in 13 states namely West Bengal, Sikkim, Tripura, Uttar Pradesh, Himachal Pradesh, Uttarakhand, Punjab, Andhra Pradesh, Telangana, Maharashtra, Chhattisgarh, Madhya Pradesh and Gujarat.

Part-A (SCADA) schemes have been sanctioned for all eligible 72 towns in 20 states and of these, control centres are reported to be ready in 20 towns. Part-B schemes have been sanctioned in 1259 towns in 27 states and have reported to be complete in 265 towns.

Restructured Accelerated Power Development and Reforms Programme (RAPDRP) is now subsumed under Integrated Power Development Scheme (IPDS), for 12th and 13th Plans by carrying forward the approved outlay for RAPDRP to IPDS.

(b) : R-APDRP scheme has been sanctioned for all eligible towns of Uttar Pradesh, Bihar and Rajasthan. Details regarding the same along with progress as on 30-06-2015 are mentioned below:
