(a) The Department of Telecommunications generates an operating surplus which is excess of income over working expenses, dividend etc. During 1998-99 the operating surplus was Rs.7646.10 crores.
(b) The Department improves this surplus by better realization of revenues and strict control on expenditure. Department`s development plan, including rural sector, are funded by this surplus supplemented by market borrowings, if necessary.
