Question : Youth Volunteerism in Karnataka

(a) whether the Government has taken any measures to improve youth volunteerism in Karnataka and engage youth in community and skill development projects, if so, the details thereof;

(b) whether the Government aims to expand the reach of National Cadet Corps (NCC) as well as Bharat Scouts and Guides programme, and mobilise their efforts in assisting and monitoring ground-level issues of stubble burning, cleanliness and more, if so, the details thereof; and

(c) whether the Government has taken any measures to increase the effectiveness of the NCC in the current semester-based education system with mandatory attendance which makes NCC participation less plausible, and if so, the details thereof?

(a) The Ministry of Youth Affairs and Sports through its organisations i.e. Nehru Yuva Kendra Sangathan (NYKS) and National Service Scheme (NSS) has taken measures to improve youth volunteerism across the country including the state of Karnataka and engage youth in community and skill development projects through various programmes viz. ‘Aatma Nirbhar YuWaah Bharat- Skilling and Handholding’, ‘Training of Youth on Clean Village-Green Village’, ‘Combating COVID-19: Mass Awakening and Action Campaign’, ‘Training of Youth on Jal Jagran Abhiyaan, ‘District Youth Convention’, etc. The above programmes have made significant contribution towards mass literacy, health awareness, environment conservation, women empowerment, relief and rehabilitation during natural calamities, etc.
(b) The NCC cadets carry out various social service and community development activities in order to contribute towards nation building and national developmental efforts in various sectors. The Ministry of Youth Affairs and Sports provides financial assistance in the form of grant-in-aid to the Bharat Scouts & Guides for various programmes such as organization of training camps, skill development programmes, holding of jamborees, etc. The activities also include programmes related to adult literacy, environment conservation, community service, health awareness and promotion of hygiene and sanitation.
(c) The NCC training curriculum has been aligned with Choice Based Credit System (CBCS) model as per the National Education Policy, 2020 to increase the popularity of NCC amongst youth of the country.
