(a) Whether armed forces are deployed for civilian works very frequently ;
(b) if so, the reasons and details of such deployments during 1999-2000 till date,
State-wise;
(c) whether any policy review is being made in this regard; and

(a), (c) & (d) : In addition to their primary duty of defending the country against
external aggression, the Armed Forces are called upon to render assistance to Civil Authorities
against specific request. The guiding principle in this regard has been that assistance by Armed
Forces is provided when civil authorities are not in a position to cope with the situation from
within their own resources. There is no proposal to effect any change in this principle.
