Question : Sakhi Centres


(a) whether the Government has proposed to establish Sakhi/One Stop Centres (OSCs) across the country to provide integrated support and assistance under one roof to women affected by violence;
(b) if so, the details thereof along with its salient features and the number of sanctioned and operational centres set up under the scheme, State/UT-wise including West Bengal, Tamil Nadu, Andhra Pradesh and Rajasthan;
(c) the details of facilities/services provided in these centres across the country;
(d) whether there is an acute shortage of specialists of these centres and if so, the details thereof, State/UTwise including Tamil Nadu;
(e) whether a significant number of these sanctioned centres across the country have become defunct and if so, the details thereof and the action taken by the Government in this regard; and
(f) whether the Government has proposed to set up fast track courts under Nirbhaya Fund and if so, the details thereof?

(a) to (c) :Popularly known as Sakhi Centres, One Stop Centre(OSC) scheme is being implemented across the country since 1st April 2015. As on date, 680 OSCs have been set up across 35 States/UTs.
As per the OSC Scheme, OSCs are required to facilitate women affected by violence with a range of integrated services under one roof including police facilitation, medical aid, legal aid and legal counselling, psycho-social counseling and temporary shelter, and are to be located within 2 kms radius of the hospitals or medical facilities. The State/UT wise details of sanctioned and operational OSCs are at Annexure-I.

(d) to (e) :Manpower in States including Tamil Nadu for One Stop Centers(OSCs) are inducted as per Scheme Guidelines and this is an ongoing process.

(f) :The Government of India has approved setting up of 1023 Fast Track Special Courts (FTCSs) under Nirbhaya Fund across the country for expeditious trial and disposal of pending cases rape under POCSO Act, 2012 in a time-bound manner.
