(a) the number of godowns under the control of Food Corporation of India and their total storage capacity, State-wise;
(b) the number of godowns functioning from rented/hired accommodation,
State-wise;
(c) the total quantity of foodgrains spoiled or pilfered during each of the last three years;
(d) whether Government proposes to construct some more godowns in each State in near future; and
(e) if so, the details thereof?

(a)& (b) As on 31.03.2016, there were total 1889 godowns under the control of Food Corporation of India (FCI), with total storage capacity of 331.85 Lakh MT. Out of these, 1345 godowns are hired by FCI, having total storage capacity of 203.80 Lakh MT. State-wise details are given in Annexures 1 & 2.

c) Foodgrains are stored by FCI in a scientific manner in covered godowns and in Cover& Plinth (CAP) facilities. Due care is taken to ensure that quality of the grain is maintained. However, food grain being a perishable commodity, some quantities become non-issuable due to various reasons like:
I. Damage due to storage for a very long period.
II. Damage in transit viz. en-route damage in wagons/trucks due to III. contamination, wagon roof leakage etc.
III. Damages due to natural calamities like cyclone/flood etc.
IV. Possibility of down gradation of grains which are procured under relaxed specifications.
V. In some cases due to negligence of officials/ officers, for which suitable disciplinary action against defaulters, where ever found guilty, are invariably taken.
The total quantity of foodgrains spoiled or pilfered during the last three years is given below:-

(d) & (e) No new proposal is being considered at present as sufficient godown capacity has been created in the last five years. Only godowns which have been sanctioned earlier and are yet to be constructed are being completed.
However, Government has approved a road map of FCI for constructing modern storage facilities in the form of silos in Public Private Partnership (PPP) in a phased manner as given below:
