Question : Funds allocated for Preservation of Ancient Folk Cultures in Jharkhand

(a) the details of ancient folk cultures being conserved in Jharkhand and Gujarat along with the details of the schemes being implemented for this purpose;

(b) the details of the places in the said States to which these folk cultures are related to;

(c) the amount of funds sanctioned/allocated for this purpose during the last three years and the 2020 Budget; and

(d) the details of measures being taken for conservation of the said folk cultures?

(a) & (b) For preservation, promotion & conservation of various forms of folk art and ancient folk culture throughout the country including Jharkhand and Gujarat, the Government of India has set up seven Zonal Cultural Centres (ZCCs) with headquarters at Patiala, Nagpur, Udaipur, Prayagraj, Kolkata, Dimapur and Thanjavur. Jharkhand is the member State of Eastern Zonal Cultural Centre (EZCC), Kolkata and Gujarat is the member State of West Zone Cultural Centre (WZCC), Udaipur. Apart from organization of regular cultural programmes/activities, these ZCCs also implement a number of schemes viz. Award to Young Talented Artistes, Guru Shishya Parampara, Theatre Rejuvenation, Research & Documentation, Shilpgram, Octave and National Cultural Exchange Programme for conservation of ancient folk culture.

Ancient folk cultures being conserved in Jharkhand are Singhua Nritya (Khunti), Rata Nritya (East Singhbhum, Dumka), Rinjha Dance (East Singhbhum, Dumka), Kiho Dance (Simdega), Birhor Dance (East Singhbhum, Gumla), Data Nritya (East Singhbhum, Gumla), Korawa (Simdega), Faaguwa (Ranchi, Gumla) and Turi (Ranchi, Kharwari).

Ancient folk cultures being conserved in Gujarat are Daang tribals (Daang); Rathwa & Mewasi tribals (Baroda); Vasava tribals (Rajpipla); Siddhi Dhamal (Bharuch & Surat); Mer Ras (Porbander); Dhal Thalwar dance (Rajkot); Beda Ras (Jamnagar); Kutchi bhajans and dances (Kutch); Kervano Vesh (Ahmedabad) and Raas Garba all over Gujarat.

(c) Ministry of Culture provides annual grant-in-aid to all the seven ZCCs for this purpose. No State/Art-wise funds are allocated. The funds released by the Ministry of Culture to Eastern Zonal Cultural Centre (EZCC), Kolkata and West Zone Cultural Centre (WZCC), Udaipur during the last three years and the current year are as under:

Apart from the funds allocated by Ministry of Culture, the EZCC & WZCC use the interest of the Corpus Fund (Rs. 30.75 crore & Rs. 30.00 crore respectively) available with them.
