Question : Sustainable Development Goals in Education

(a) whether the Minister of Human Resource Development has met with the Director-
General UNESCO in the recent past and if so, the details of issues raised by the
Government during the discussion;
(b) the details of the goals set up by the Government for Sustainable Development of
the educational sector in the country;
(c) the details of the steps taken by the Government to achieve goals so far;
(d) whether the Government proposes to promote international education system in
the country; and
(e) if so, the details thereof along with the schemes so far prepared/implemented in
this regard ?

(a): Yes, Sir. I met Director- General UNESCO on 4th February, 2020 during her
visit to India from 4-7 February, 2020. The issues discussed relating to education for
girls and their increasing participation in Science, Technology, Engineering and
Mathematics (STEM), vocational education, teacher training, education for the
weaker and marginalized sections of society and those relating to differently-abled.
(b): The details of the goals set up by the Government for Sustainable
Development of the educational sector in the country are at page 11 of the report
“SDGs-National Indicator Framework” available under the link

(c): The Government of India has taken various steps to achieve the goals and
improving the quality of education. The Samagra Shiksha, an integral scheme for
School Education as a Centrally Sponsored Scheme is being implemented
throughout the country with effect from the year 2018-19 extending from pre-school to
class XII and aims to ensure inclusive and equitable quality education at all levels of
school education.
To achieve the goal of quality in higher education, Government have initiated
various schemes namely, Rashtriya Uchchatar Shiksha Abhiyan (RUSA), Impacting
Research, Innovation & Technology (IMPRINT), Technical Education Quality
Improvement Programme (TEQIP), Pandit Madan Mohan Malaviya National Mission
of Teachers and Teaching (PMMMNMTT), Study Webs of Active-Learning for Young
Aspiring Minds (SWAYAM), National Digital Library, campus connect programme,
Uchhatar Avishkar Abhiyan, Unnat Bharat Abhiyan, Impactful Research in Social
Sciences (IMPRESS), Atal Ranking of Institutions on Innovation Achievements
(ARIIA), National Institutional Ranking Framework (NIRF).
d) & (e): Yes, Sir. The Government promotes international education through
various schemes like ‘STUDY IN INDIA (SII)’, ‘Scheme for Promotion of Academic
and Research Culture (SPARC)’ and ‘Global Initiative of Academic Network (GIAN)’,
etc. SII aims to attract foreign students to pursue higher education in India thereby
improving the global reputation and ranking of Indian institutions. Key activities
under SII are providing scholarships to international students, funding institutions to
build international facilities like hostels, promoting and brand building India as a study
destination, arranging alumni meets, seminars and other workshops for international
students etc. The aim of SPARC is to improve research ecosystem of India’s higher
educational institutions by facilitating academic and research collaborations between
Indian institutions and the best institutions in the world. Further, the objective of GIAN
is to increase the footfalls of reputed international faculty in the Indian academic
institutes, provide opportunity to our faculty to learn and share knowledge and
teaching skills in cutting edge areas and to provide opportunity to our students to
seek knowledge and experience from reputed International faculty.
