(a) whether artificial insemination to improve the quality of cattle would be the focus of the National Dairy Plan Project;

(b) if so, the details thereof;

(c) whether a big component of the new plan would be for promoting research and development of semen for breeding high milk producing cattle and also for improving fodder production;and

(d) if so, the details thereof?

(a) & (b) National Dairy Development Board (NDDB) has formulated a new Central Sector scheme namely, National Dairy Plan (NDP) Phase-I with the following objectives:

(i) To help increase productivity of milch animals and thereby increase milk production to meet the rapidly growing demand for milk.

(ii) To help provide rural milk producers with greater access to the organised milk-processing sector.

The proposed NDP Phase-I in addition to the other initiatives also envisages setting up of a pilot model for viable doorstep artificial insemination delivery services including identification and reporting system.

(c) & (d) Productivity enhancement through scientific breeding and nutrition programme for milch animals is a major component of the proposed NDP Phase-I. As regards breeding of high milk producing cattle and improving fodder production, the proposed NDP I envisages the following:

(i) Production of high genetic merit and disease free cattle and buffalo bulls through progeny testing and pedigree selection methods.

(ii) Support to extension initiatives for increasing fodder yields by promoting use of quality fodder seed, demonstrations for silage making, reducing wastage as well as enrichment and densification of crop residues.
