Question : POLICE ATROCITIES



(a) whether the Government has provided the facility of Telephone number 23213355 relating to flying squad of the vigilance branch to the people for assistance in any emergency in cases of atrocities by the Police officials;

(b) if so the details of the works assigned to the said squad;

(c) the number of cases registered by the said flying squad and the action taken against guilty personnel along with outcome during each of the last two years and the current year, State-wise; and

(d) the other measures taken by the Government in this regard?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HARIBHAI PARATHIBHAI CHAUDHARY)

(a) to (b): The telephone number 23213355 was working as Vigilance Help Line number in the old building of Vigilance Unit of Delhi Police at Police Bhawan, Aasaf Ali Road, Delhi. This phone number was disconnected in the month of August, 2013 following shifting of Vigilance Unit to new building of P.S. Barakhambha Road, New Delhi. Now, five telephone numbers, i.e. 23417995, 23416401, 23416402, 23416403 and 23416404 have been provided in place of 23213355 to the duty officer/ helpline of Vigilance Branch, Delhi Police for the assistance of the public in case of any complaint of alleged atrocities by police officials.

(b): Flying squad of Vigilance Branch of Delhi Police mainly deals with the following types of complaints:
i) Corruption matters
ii) Alleged atrocity by police personnel
iii) Harassment to any member of public
iv) Misbehaviour with public
v) Any other complaint needing a prompt enquiry.

(c): The number of cases of police atrocities registered by Vigilance Branch of Delhi Police and action taken during the year 2013, 2014 and 2015 (upto 31/03/2015) are at Annexure ‘A’. Since, this helpline pertains to Vigilance Branch of Delhi Police, the state-wise information is not applicable.

(d): Various measures taken by the Government to prevent Police atrocities in Delhi are at Annexure-B.
