Question : Agricultural Mechanization

(a) whether the Government is implementing any dedicated scheme to promote agricultural mechanization in the country and if so, the details thereof alongwith the provisions made thereunder;
(b) the details of the objectives of sub-mission on agricultural mechanization;
(c) whether the objective of this scheme is to address the issue of mechanization of small and marginal land holdings in the country;
(d) the details of the funds allocated under the submission on agricultural mechanization during each of the last three years to achieve the objectives of the scheme, State-wise; and
(e) the quantum of financial assistance/subsidy/ loan including loan provided to set up Custom Hiring Centres and also the number of the said centres set up during each of the last five years alongwith the State-wise details thereof including in the State of Rajasthan?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 235 DUE FOR REPLY ON 14TH DECEMBER 2021.


(a) to (e): For promotion of agricultural mechanization in the country, a Centrally Sponsored Scheme ‘Sub-Mission on Agricultural Mechanization’ (SMAM)is being implemented through the State Governments w.e.f. 2014-15,with the following objectives:

(i) Increasing the reach of farm mechanization to small and marginal farmers and to the regions where availability of farm power is low;
(ii) Promoting ‘Custom Hiring Centres’ to offset the adverse economies of scale arising due to small landholding and high cost of individual ownership;
(iii) Creating hubs for hi-tech& high value farm equipments;
(iv) Creating awareness among stakeholders through demonstration and capacity building activities;
(v) Ensuring performance testing and certification at designated testing centers located all over the country.

Under this scheme, besides performance testing of agricultural machinery and equipment, capacity building of farmers & end users and promoting farm mechanization through demonstrations, financial assistance @ 40% to 50% of the cost depending on the categories of farmers, is available for purchase of agricultural machines. Financial assistance @40% of the project cost is also available to rural youth & farmer as an entrepreneur, Cooperative Societies of Farmers, Registered Farmers Societies, Farmer Producer Organizations (FPOs) and Panchayats for establishment of Custom Hiring Centres (CHCs) and Hi-tech hubs of high value agricultural machines. Financial assistance @ 80% of the project cost for the projects costing upto Rs. 10 Lakhs is available to the Cooperative Societies, Registered Farmer Societies, FPOs and Panchayats for setting up of village level Farm Machinery Banks (FMBs). The rate of financial assistance for the North Eastern States for establishment of FMBs is @95% of the project cost.
Under this scheme, during the period from 2014-15 to 2021-22, the central funds amounting to Rs. 5490.82 Crores have been released to various States and 1352255 number of machines have been distributed on subsidy to individual farmers, 15261 CHCs, 352 Hi-tech Hubs & 15750 FMBs have been established. To support the efforts of the Governments of Punjab, Haryana, Uttar Pradesh and NCT of Delhi to address air pollution and to subsidize machinery required for management of crop residue, a Central Sector Scheme on ‘Promotion of Agricultural Mechanization for In-Situ Management of Crop Residue in the States of Punjab, Haryana, Uttar Pradesh and NCT of Delhi’ is also being implemented from 2018-19. Under this scheme, during the period from 2018-19 to 2021-22, funds amounting to Rs. 2440.07 crores have been released for these States. More than 39000CHCs have been established and more than 2.00 lakh crop residue management machines have been supplied to these CHCs and individual farmers of these four States.With these interventions, the farm power availability for various farm operations has increased from 1.73 kw/ha in 2013-14 to 2.49 kW/ha in 2018-19.

The State-wise details of funds (Central Share)released under SMAM during each of the last three years and the number of Centres (CHCs/Hi-tech Hubs/FMBs)established during each of the last five years,including in the State of Rajasthan are given in Annexure-I.
