Question : Regularisation of Services of DRM

(a) whether it is fact that large number of Daily Rated Mazdoor (DRMRs) and Contractual workers are working in the various departments under Andaman & Nicobar Administration since the past 5-15 years continuously;

(b) if so, the details of DRMs/Contractual workers working for more than 05 years and above and the number of existing vacancies, department and category-wise;

(c) whether A&N administration has initiated any action plan/scheme for regularization of such DRMs against the existing vacant posts or by creating supernumerary posts; and

(d) if so, the details thereof?

(a)&(b) Department-wise details of DRMs and Contractual workers (working for five years and above) as on 22.11.2016 obtained from UT of Andaman & Nicobar Administration is enclosed as annexure-I. DRMs and Contractual Workers are engaged as and when required by the department concerned on need basis.

(c)&(d) The UT Administration has examined the issue relating to regularization of DRMs in terms of DoPT’s O.M. dated 11.12.2006 as well as Hon''ble Supreme Court’s judgment in Uma Devi and M. L. Kesari case. The services of 123 DRMs of Forest Department have been regularized in terms of DoPT’s O. M. dated 11.12.2006.
