Question : Operation of Tourist Vehicles

(a) whether different tax regime in various States is a big roadblock for operation of point to point tourist bus services in the country;
(b) if so, whether the Union Government has published a draft notification for one time national permit for tourist vehicles and sought opinion of the State Governments to overcome this problem;
(c) if so, the response of the State Governments in this regard;
(d) whether the Union Government proposes to introduce the All India Tourist Vehicles Authorization and Permit Rules and if so, the details thereof;
(e) the extent to which these rules are likely to help tourist vehicles and minimise the burden on tour operators and tourists in the country; and
(f) whether the Union Government has any plan to introduce one time annual fees for National Permit of Tourist Vehicles in the country and if so, the details thereof?

(a) to (f) Yes. This Ministry has notified G.S.R. 425 (E) dated 01.07.2020 on draft “All India Tourist Vehicles (Authorisation or Permit) rules, 2020” seeking objections or suggestions from stakeholders. Stakeholders, including State Governments, have submitted their suggestions to this Ministry. The proposed rules have been formulated to facilitate inter-state passenger transport, harmonization of permit conditions and permit fees across states, with payment of fee for three months and in multiples thereof.
