Question : IMPACT OF REGULAR MINING



(a) whether the Government has reviewed the impact of the order authorizing Government companies or undertakings to do regular coal or lignite mining;

(b) if so, the response of the State Governments in this regard;

(c) whether the Government proposes to allow mining of coal for captive purpose; and

(d) if so, the details thereof?

(a) &(b): The policy circular dated 12.12.2001 whereby State Government undertakings have been allowed to do mining of coal anywhere in the country without the restriction of working only small and isolated deposits has been well received by the States. The following State Government undertakings/ companies have been allocated coal blocks under the above policy

Further the NTPC, a Central Government Undertaking has been allocated Pakriburwadih coal block, under the above policy. A number of applications have been received under the policy from various State Government undertakings/ companies for allocation of coal blocks.

(c)&(d): The provisions of the Coal Mines (Nationalisation) Act, 1973, as amended in 1993, inter-alia, allow an Indian company do captive mining of coal for power generation, iron and steel production and cement production.
