Question : Supply of Drinking Water

(a) the details of the areas fully and partly covered under drinking water schemes along with quality affected habitations in the country including Maharashtra and Uttar Pradesh, State-wise;
(b) the details of the funds released and utilized under drinking water schemes during each of the last three years and the current year, State-wise;
(c) whether the Government has reviewed the performance of the drinking water schemes and if so, the details and the outcome thereof;
(d) whether the Government has fixed any timelimit for supplying safe drinking water to all households in the country and if so, the details thereof; and
(e) whether the Government proposes to collaborate with NGOs with a view to speeding up the process of supplying safe drinking water to the rural and remote areas in the country and if so, the details thereof?

(a) This Ministry maintains information on coverage of rural drinking water areas in terms of habitation. The state-wise details of Fully Covered (i.e. getting more than 40 litre per capita per day safe drinking water), Partially Covered (i.e. getting less than 40 litre per capita per day safe drinking water) and Quality Affected (i.e. containing chemical contaminant) habitation in the country including Maharashtra and Uttar Pradesh, as on 23.07.2017, is at Annexure-I.
(b) The state-wise details of funds released and utilized under National Rural Drinking Water Programme (NRDWP) during each of the last three years and current year is at Annexure-II.
(c) Yes Madam. Providing drinking water supply to the rural population is a dynamic and continuous process. The physical & financial progress of NRDWP is monitored in National / Regional / State level review meetings, conferences and video-conferences. The last National Level Review Meeting with State Ministers and Secretaries of Departments of State Governments for Rural Drinking Water Supply was held on 22nd March, 2017. Performance of States is also reviewed during Annual Action Plan (AAP) meeting held during February/March by the Ministry every year. In the last review meeting, States have been asked to focus on completion of ongoing schemes with special focus on Arsenic/Fluoride affected habitations, Sansad Adarsh Gram Yojna (SAGY) Gram Panchayats and Open Defecation Free declared villages. As reported by States on IMIS, as on 18.07.2017, the details of piped water supply schemes completed from 2009-10 to 2016-17 is at Annexure-III.
(d) Yes Madam. Under NRDWP, Ministry of Drinking Water & Sanitation (MDWS) has prepared a Strategic Plan for the rural drinking water sector for the period 2011-2022for providing the piped water supply in the rural areas. As per this, by 2022, the goal is to cover at least 90% of rural households with piped water supply and to cover less than 10% through hand pumps or other safe & adequate private water sources.
(e)Rural drinking water supply is a state subject. This Ministry under NRDWP provides technical and financial assistance to states for providing safe drinking water in rural areas. Under NRDWP, States Governments are competent to plan, design, approve and implement rural drinking water supply schemes. This Ministry neither releases funds to any NGO directly nor is any such proposal under consideration of this Ministry. It is the State Government to decide whether to collaborate with NGOs.
