Question : DELAY IN AWARD OF LICENCES



(a) whether the Airports Authority of India has lost total revenue of about Rs.22.49 crore due to delay in award of licences to operate money exchange counters and accepting a lower rate license fee from car park licenses as reported in the `Hindustan Times` dated March 23,2005;

(b) if so, the facts thereof; and

(c) whether any inquiry has been conducted into the matter;

(d) if so, the details and outcome thereof; and

(e) the follow-up action taken thereon?

(a) & (b) The Comptroller and Auditor General (CAG) in its report has observed that Airports Authority of India (AAI) has lost a total revenue of about Rs.22.49 crore due to delay in award of licences to operate money exchange counter and accepting a lower rate licence fee from car park licences etc. As per AAI, the delay in award of the contract for money exchange counter was mainly due to the court cases filed by various parties in courts at Mumbai, Kolkata and Trivandrum. As regards the acceptance of lower rate of licence fee from car park, as per AAI, there has never been a proportional increase commensurate with percentage increase in the revision of car park rates due to lower use of parking area.
