Question : Shortage of CAPF Personnel

(a) whether there is shortage of Central Armed Police Forces (CAPF) personnel in the country;

(b) if so, the details thereof and the reasons therefor along with the total number of posts lying vacant, rank, gender and force-wise separately and particularly, for the Indo Tibetan Border Police (ITBP);

(c) the details of sanctioned and present strength of personnel in CAPF, rank and force-wise, particularly ITBP;

(d) whether it is a fact that the ITBP has sought deployment of more manpower along the LoC in the J&K sector;

(e) if so, the details thereof and the reaction of the Government thereto; and

(f) the time by which all the vacant posts are likely to be filled?

(a) to (c): The details of total number of posts lying vacant, rank, gender and force-wise and the detail of sanctioned and present strength in CAPFs & Assam Rifles (AR) as on 30.06.2016 is attached as Annexure-I.

However, filling up of vacancies is an ongoing and continuous process, as they arise due to reasons such as new raising, retirements, resignations etc. Vacancies are filled through various methods of recruitment such as direct recruitment, promotion or deputation as prescribed in the recruitment rules. Further augmentation of CAPFs is a continuous process which is done as per the administrative and operational requirements of the Forces.

(d) to (f): The details of deployment of CAPFs & AR are not disclosed in public interest. However, it is submitted that the manpower is provided as per the administrative and operational requirements of the Forces from time to time, which is a continuous process. Similarly, filling up of vacancies in Indo-Tibetan Border Police (ITBP) and other CAPFs is also an ongoing and continuous process, which is filled through various modes which include recruitment through Union Public Service Commission (UPSC) / Medical Officers Selection Board (MOSB), Staff Selection Commission (SSC) and Limited Departmental Competitive Examination (LDCE).
