(a): whether an interview was conducted in the year 1999 by DSB for grant of IOC retail outlet at Panchkula, Sector 14, Haryana;
(b): if so, the details of persons placed on the panel and the present position of the panel;
(c): whether any complaint is pending against the empanelled candidates with IOC/Ministry;
(d): if so, whether Letter of Intent can be issued to person against whom investigation/complaint is pending; and
(e): if so, the details thereof?

(b): The details of the candidates included in the merit panel and the present position of the panel are given in the Annexure.
(c): A complaint against the third empanelled candidate has been received in the Ministry.
(d): The Letter of Intent was issued to the third empanelled candidate on 16.7.2002 by the Indian Oil Corporation Ltd.
However, the Government have decided to initiate steps to cancel all the allotments of retail outlet dealerships / LPG distributorships / SKO-LDO dealerships made with effect from January, 2000 till date.
