Question : Centrally Sponsored Schemes of Tamil Nadu

(a) the details of the Centrally Sponsored Schemes of the Government for introduction of modern technology for enhancing the skill activities of the unemployed youth of the State of Tamil Nadu;

(b) whether the Government has allocated appropriate funds for Skill Development activities in the Cuddalore District of Tamil Nadu;

(c) if so, the number of beneficiaries from such Schemes; and

(d) whether the Government proposes to introduce Augmented Reality & Virtual Reality Technology in the State of Tamil Nadu for a better understanding of the technical concepts?

Answer given by the minister

(a) Skill India Mission aims to empower the Indian youth through skill development. Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana. Under PMKVY 3.0, focus has also been given for skilling on digital technology and Industry 4.0. Sector Skill Councils (SSCs) have also created job roles on new and emerging digital technologies and industry 4.0 skills like Artificial Intelligence (AI) and Internet of Things (IoT).

Ministry is also implementing Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) scheme (a World Bank-assisted project launched in January 2018) which aims for institutional strengthening, and quality assurance and inclusion of marginalized population in skill programmes across the country including State of Tamil Nadu.

(b) Under Centrally Sponsored State Managed (CSSM) component of PMKVY scheme, there is a provision of State/UT-wise allocation of funds. Under PMKVY, the approved financial allocation for State of Tamil Nadu is Rs. 168.92 Cr. (Rs. 154.93 Cr. under PMKVY 2.0 and Rs. 13.98 Cr. under PMKVY 3.0). As on 10.07.2021, Rs.68.86 Cr. Have been already released to State of Tamil Nadu for the implementation of the scheme covering all districts including Cuddalore District.

Under SANKALP scheme, in line with the State Plan submitted by the Govt. of Tamil Nadu, central share amounting to Rs. 12.18 Crore has been released to the Government of Tamil Nadu for implementation of the SANKALP Scheme in the State.

(c) The details of the candidates benefited from the PMKVY scheme in the State of Tamil Nadu including Cuddalore district is given at Annexure.

(d) No, Sir. However, National Skill Development Corporation (NSDC) under the aegis of the Ministry has initiated online skilling through eSkill India portal. This e-learning aggregator portal offers online skill training on a variety of sectors and modules covering sectors namely; Information Technology, Electronics, Retail, Construction, Automotive, Plumbing, Healthcare, Media, Telecom, etc.

The platform offers learning opportunities on emerging technologies like cyber security, block chain, artificial intelligence and machine learning, predictive modeling, statistical business analytics, cloud and Internet of Things along with professional skills like design thinking, project management and digital marketing.
